How to make gift bags from recycled brown paper bags

I thought the whole idea is to be ECO-friendly. If we have people picking up free city/subway maps( which are printed on heavy stock paper), then the city will have to order more maps, burdening their budget, and somewhere more trees will fall because more maps needs to be printed. The Lorax, anyone?

The idea is to Resue, recycle, REDUCE (consumption and watse) and rethink
