that stuff is some PVA mesh, it's designed to melt with the bait in it so that when it hits the lake/river bed - it explodes the loose bait around your hook or area you want to fish

this is a thing you use in fishing called a dynamite stick. it's a PVA bag filled with groundbait which explodes on contact with water - if you dont know about fishing, and you were expecting this to be a proper bit of dynamite im afraid you're wrong lol
