It's actually dancer, what they mean with 'are we human?' is 'are we single individuals that moves and acts in our own way?' and with 'or are we dancer?' they mean "or are we just one part of a big group of other dancers moving in synchronisation afraid to go our own way'.

The whole song is about beeing afraid to break out and go your own way in life, since it's so easy to go wrong if you try it.
