The German people (it didn't talk specifically about the military) were throwing a fit about whatever the additive was because it weakens and sometimes attacks the immune system. If my informal "surveying" of who around my is getting the vaccine, about 70% can't wait to get it. The other 30% know that a vaccine is completely unnecessary. As the fear increases, more of that 30% will switch to wanting the vaccine. The way "they" operate is to get people to believe they "want" what "they" want you to want.

I also really doubt there would be soldiers kicking in doors and forcibly vaccinating people.

Neither me nor any member of my family will voluntarily take this N1H1 shot! No way. I've already e-mailed the White House and told them as much - voicing my opposition. This vaccination hasn't been tested on pregnant women, so why would they administer it to them? To save on hospital costs?
