I guess the VT might be somehow related to the screwed up ad break - perhaps the 60" is a reference to 60 seconds worth of adverts? Looks like 60 seconds of something....
They had played the adverts therefore they couldn't play them again, plus they would have an arranged start time for the news, for the convenience of ITN and STV. STV would be showing fillers because they weren't showing the football.
@Bartman814 And in England v USA in the 2010 World Cup. They went to adverts on ITV1HD in the 4th minute, and when they suddenly returned to the game, Steven Gerrard was celebrating after he had scored to make the game 1-0.
Counting along with it when it disappeared, I could only guess it was leading to the ident or the opening to News at Ten. Both, however, seemed to air later then when the clock reached zero (around 5:40)

On Channel they squished this to 4:3 for some reason. When the VT clock appeared we then got a Static ITV1 Channel TV caption.
