In this video it looks like Olivia´s father is part of the gang, and has a woman´s voice, that sounds manly. It´s still perfect, he fits the voice and Ratigan touches his cheek, just like Scar did to Shenzi. I always prefer villains: they have better theme songs, more interesting personalities, more courage and determination to get what they want, more fun enjoying life, and usually more money and/or power than the good guys. Also, they get the best lines in the movies. Villain quotes are much more clever (sometimes more humorous) and much more fun to say than hero quotes.

Ratigan is the closest thing Disney has to a Bond villain, just look at him, the suit, the hat, a sophisticated taste for a rat, killing his own henchmen at when hi feels like it, a giant monster for pet, an evil scheme for overtaking a country, an of course, an overly complex and impractical machine designed to kill Basil instead of just shooting him, just awesome, also to his own credit, Bond villains don't get cool songs.
