Enjoy your shitty Veteran Armor. I can't get in the safehouse because of the stupid fucking G.I. Blues quest. No matter though, Joshua Graham armor is better looking, and Desert Ranger armor looks almost identical and isn't associated with factions.

if you have NCR apparell on it changes reputation, i was a neutral for a long time and couldnt change, then took off my veteran ranger combat armor and saw it was then idolized reputation and showed all reputations too.

@bradzmuzic its not too tough to do from the start, fresh out of goodsprings kill all the powder gangers in the NCR CF thatll get you some rep with em, then run down to primm and follow the quest chain until the NCR dude requests for you to go to major knight DO NOT persuade major knight into giving the supplies, instead go to ranger jackson and get a quest to kill all the critters on the road and to ranger ghost to get a quest to kill all the legion in nipton, by then you will be liked/idolized
