Where I live in Albany Park there are garbage cans all over. People are just too lazy and indifferent to use them. It will change when it goes condo and all the renters are gone. People care when they actually have something invested in the neighborhood.
Why would you want gentrification in Albany Park? Does Chicago really need another carbon copy of Lincoln Park, Wicker Park, etc.? HELL NO. I grew up in Albany Park and it's one of the most diverse neighborhoods in the U.S. Don't take that away from us.
