The Bagad (breton for band) de (of) Lann-Bihoué (a place in Brittany, France) is playing with traditional Breton instruments because Britanny is a stronghold of French navy (Brest base, Atlantic fleet); this military band is famous enough in France, nearly everybody knows at least its name.
That is what I was guessing. At first I was surprised to see the bagpipes, but then I thought Navy, Coast, France, oh yeah, that is Gaul or as you say Britanny. Anyway, even as much as I support my nation's military 100%, I am more than happy to see these international military units playing music for everyone rather killing each other.
@haitipi Xactly except for the fact that Gaul was the celtic territory corresponding to what is now France, while Brittany was a part of Gaul settled by Bretons fleeing the Anglo-Saxon invasion of celtic Britain.
Hence Gaul and Brittany are not of the same people ; Aremorica (the Gaulish name for what is now Brittany) was nearly devastated when the Bretons settled and has a very limited Gallo-Roman heritage.

Yes, you're right, the "dudelsäcken " is a traditionnal instrument in west of France -Britany ("Bretagne" ). But in France it is more little. This kind of music is well known there and a lots of people in this area play in numerous groups which are called "bagad" : militarian and civilian people play in these kind of bands.
