Youtube doesn't decide what languages a song is in. If you want to try to make a Japanese program sing in Russian, try, though you are warned that it won't sound Russian at all. Noone's stopping anyone from uploading a Russian version. The program is Japanese, most of the modern world knows English, the U.S. and Britain are two of the biggest worldwide customers, and there are people who translate Japanese to English more than Russian. There is no factor of racism.
