My Error, I got this backwords, 2 William 30's first name is not Kevin. Kevin is "Officer 1" as it is listed during the video. 2 Will 30's name is Ryan.
@jayycrane23 2 William 30 is Kevin(I wont state his last name, and that IS his voice), and the dispacter is a Warren Co Dispact officer. If you listen when they laugh, you can hear another person in the car with 2 William 30(Kevin), taht person laughing is a ridding partner/cadet, and his first name is Clifton! Now, you want me to give more details that prove this was a real convo? The rider called the McDonalds on his cell phone and several employees came out and watched the lights also.

I'm from Waynesville and I know that road. The closest thing to water (or practically anything else really) around that road are the troughs the local pigs drink out of. It definately wouldn't be swamp gas and there are no nuclear plants or even sewer stations really close by either.
