I think what is more immediately to the point is: are these things actually artificially manufactured and implanted, regardless of who did the implanting. This alone is a very important point and it is too easily being swept under the rug by presenting the alien hypothesis (the who) before establishing the facts (the what). Let's first establish that people are actually being implanted with artificial objects against their will/knowledge first, before moving on to who is doing the implanting.
