Even though the guy who ran past #80 was the same guy who made the tackle, #80 wasn't concerned with blocking him because the important thing is to hold the line and make sure no one gets close enough to the holder to block the kick. Blocking him would have required #80 to shift to the outside, creating a gap in the line, making the kick easier to block. Once Romo botched the snap, there wasn't much #80 could do. And he wasn't celebrating. He was getting open for a pass
