Its the quest for Arcade Gannon. About near the game if you have him as a follower he'll tell you he wants to find his old enclave buddies and they give you power armor training and the Rements Power armor.

yo man its part of a questline for follower arcade gannon if you get to the point where you assassinate or save the NCR president and have gannon like you a hella lot he asks for you to bring together the remmnants to fight at the dam. and @bucketthief dude chill out who gives a shit i mean really and you brits didnt find it its on the walkthroughts on new vegas wiki seriously grow up man. Dude, you're totally right. There is probably going to be some DLC about the Enclave Remnants or something. This door never becomes unlock-able, so I'm sure the developer put it there intending to use it for DLC. Way to point it out!!!
