If the light was green for the cars why don't the white car, (a bit behind the black car) don't move? and in city roads if a car is that far away ,even if it were coming at the city top limit speed, it would stop alright(or maybe a minor bump). Besides normally most, look to the side before crossing then then half way there looks agian. suppose you look left and right about 3~6times when you walk on a green light?
