Yeah man. I agree. Obviously its for close training. But now in days, close quarters combat never occurs unless you are working for FBI or m16. But in military situations such as with the ROKMC or Marines, soldiers would NEVER lose their gun. Obviosuly, it is important to train soldiers in close combat situations, but i doubt any or at least a large sum of the soldiers would never end in a situation where close fighting is necessary in our modern world.
This is all I have to say. In war, Shit happens. You never know what you need. It's better safe than sorry. The more trained a soldier is in all around combat, the better.

Hwa Rang Do is just an invented martial art, don't believe in the bullshit that it descends from the Hwarang. The Korean Marines official training program is a slightly modified Tae Kwon Do (focused on combat efficiency, lethal and non-lethal).
