Barring vaccines 80% to 100% of aid is stolen.

 Africa has got poorer as more aid goes to Africa.

I agree with you, with large amount of money comes power, with power comes absolute power which becomes dictatorship and corruption. There are different UN millennium development goals governments should focus on rather than sending in large amounts of cash. Money should be invested directly into education rather than passing it down, water pumps which will be exported there etc
