There was then an American and British opportunity to have a presence in the Middle east. I´m Australian so from what I understand of American politics (I could be making a mistake here so minimal abuse) but you have judicial (high Court), Parliment, congress and senate (legislative) and Executive (president).. but if it is anything like australia the upper house (senate) is more of a house of reviewing propositions and not introducing new laws and therefor can be considered to be taking a more executive role in modern politics.. If this is not true in the US let me know..
