I don't understand why Data thought he had to wipe out the crew's memories to get them to start a war with the Klingon Empire. If he asked Picard if it would be ok to kill Klingons he would probably be onboard since it involves murdering people for the hell of it.

The only explanation I can think of is that this way Data was raped by Riker and he wanted that to happen so Data did things the way he did so that Riker would rape him. Clever girl.
