They should've kept Tommy as Green Ranger. Dragon fit more with the theme of prehistoric creatures the other rangers had than a white tiger. Heck, they already had a person with a tiger theme: the Yellow Ranger, with the sabre-toothed tiger.

Brad Hawkins was supposed to come in to play the White Ranger. Tommy got called back because of his overwhelming popularity. That's a Testament to how awesome he is.
