Man, it's only a piece of shit because the owners let it get that way. I got a 99, 4cyl. 2.4l, same as yours with 204,000miles, and it still runs perfect and it looks beautiful. The rust on the hood isn't anyones fault, cuz it happens to every 96-99 Stratus I've ever seen, I actually just replaced my hood.

Mine's a 1998 base model. Dark red/purple with the brown interior. BEST- LOOKING CAR EVER!!! People who own over-priced late-model cars are SHOCKED when I tell them this is a 1998. Just had it painted and have spent $9000 on it in the last seven years. Best car I've ever had. 110,000 miles.
