Just wait till issue 16 and Going Rogue come out. Issue 16 includes power customization and much more. Going Rogue * the second paid expansion to City of Heroes* is going to bring new power sets, new zones, the moral compass *which lets you take a hero or villain and walk the line between good and evil. Letting you make a hero turn villain or villain turn hero* and more is TBA. A lot is changing you guys might want to give COH another chance.

You are right it has been around longer....way to long....now it's time for something new and better to come along. If you want to play an outdated game that you have to sit and literally grind grind grind grind grind to be able to level then by all means play this older game, or you could play champions which is a lot new, more polished and you can level with just quests and not sit and grind like in CoH.

Up to you really but don't download CoH unless you got a lot of time to grind.
