You can enchant things in the Mages Guild where you create your staff and in the Arch Mages Room. He is stupid for using the Blade of Woe though. And if you want Sigil Stones I would advise visiting every Oblivion Gate before you complete the main quest. After you beat the main quest all gates are closed.

you guys obviously dont know much about oblivion first off he probably used the dorian money glitch and you have to go int o the planes of oblivion to get sigil stones and thats not the only way to enchant things just join the mages guild and do the recommendations then you can get access to the arcane university and you can enchant stuff there i dont think he just got the game if he has all that shit and can carry that much weight i think he just sucks balls at the game
