And notice that the propeller is not driven backwards. That's important. The tail wind is fundamental to the experiment. The treadmill acts like the tailwind when the cart is in motion. But you still need to give it a push to get it going when you turn on the tread mill. If you can combine the fan and the tread mill correctly...you can start it with the fan, and then run the tread mill, and turn off the fan. It would be tricky, but that would simulate the DDWFTTW vehicle from a stand still.

Not completely because of the inertial effects.
It can really only be done on a very long treadmill or outdoors.
