Some guy made a M41-A for $230. However, you have to make the stock, barrel vent and barrel triangle and you won't have the shotgun either. That green shroud alone is $70.

I think you could get a working shotgun, but you would need to butcher a SPAS12 cage and pump and fit a cheap tri-shot shotgun or go the expensive way and buy a Tanaka 870. They are no longer in production so it would be a crime to ruin them, in my opinion.
