I thought it was a perfect touch for Snyder to have picked the Ride of the Valkyries as the song for the scene. Not only does it fit by itself but it's a subtle reference to one of the extra stories in the graphic novel (mentioned in Holis Mason's novel "Under the Hood"). Great touch and an extra little something for the book fans.

The point of the story, and this scene, was to show how out of control an undefeatable America would have been, and also how sadistic and evil real superheroes would be. This scene isn't about America's hatred for Vietnam or whatever, it's an alternate history where superpowers have rendered defeat impossible, and how America would respond to having that power. This scene is very anti-American in that respect.

Captain America was used even though in real life we won without him. The scene is more showing the effects of Dr. Manhattan in a war for America's interests. Like the one side in a game that has more power than the others. The Vietnam war in my opinion we would not take the necessary steps to win, so we lost, as well as major moral problems. But everyone can see things differently, just what I see in the movie.
