they don't symbolize anything. When this music was at it's peak in popularity, the boots, suspenders, shaved heads, jeans, button up shirts, all of that stuff was just fasion. It didn't mean anything. Before it became popular, the short hair, suspenders (braces), and boots was what factory and dock workers had, the working class. Since they were the ones most into this music, it became the fad of the time.

it's come full circle. Think about it. Oi came out of kids who adopted the skinhead reggae style but prefered punk and rock music. now people are introduced to oi before they even know what skinheads are, like i was. then they find this beautiful music later as they get deeper into it. so now even if you like reggae you'll still say oi, because oi is what you heard first.
