My cat (Raimondo, the one in this video) just passed away on June 12, 2010, after a long and debilitating illness. He will still remain my prince for as long as I live.
I think its just a nervous system response they cant control. My cat does this when I pet her lower back. She will start to lick my hands and herself. I think its just cuz she enjoys it
I have two cats, one has a "lick spot", but he doesn't start washing himself, instead he just sticks his tongue out. The other one doesn't seem to have a "lick spot" at all.

Haha aw, what a beautiful cat.
Out of 5 cats, we only have one who starts cleaning himself whenever we scratch/rub him there.
The other ones just stick their butts up in the air and eventually lays down on the ground.
