You made three mistakes. You don't unlock Game Guy's Room just by beating Story Mode. You need to get the Miracle Star title. Also, you did encounter the Bowser Phone in Spiny Desert. (I think that's what it was) And finally, I think someone used a Barter Box in Chilly Waters.

Close. You unlock Game Guy's Room by getting a miracle star title and when you go to the mini-game room, you can actually chose any character to play Game Guy's Room besides the "Miracle Star" character that was played in story mode. The Bowser phone was used in Spiny Desert by Peach. The Barter Box in Chilly waters was when Slimkirby got it, but he couldn't keep it because he had 3 items.
