@infantryrocks: When public figures deliver speeches, many times they refer to written texts to make sure they cover all the points they want to make within the alloted time. Even though Obama is more than capable of speaking without notes, he often does not do so on official occasions. It's sort of like wearing a life-vest even if you're an expert swimmer.
