Hmm.. I think your character automatically chooses to kill Morinth if your character can't resist her mind(neutral option). Only way to resist her is to choose Paragon/Renegade option. Either one needs AT LEAST 3 full bars, I think it's actually 4.

You have to choose all 3 of the paragon/renegade options in order to choose who to kill. In order to do this, you'll need either 60% or 80% of either paragon or renegade, I believe it varies depending on when you do the mission (earlier rather than later requires a less filled bar).

@ViciousMihael it's 60% Paragon or Renegade, but sometimes (all the time for me) The game will fuck up and not let you select the paragon or renegade option despite having enough Paragon or Renegade points. This glitch happens in more then just Samara's Loyalty mission, but the last part, about needing a bigger bar the more you stall it, is very likely accurate.
