Don't approve the talking but people do often cheer after "free" at the end, which may be considered disrespectful but can also be seen as patriotic. Personally I like the vigor and the liveliness it conveys- shows it's a lot more than just a song.

The sad fact is that Brian's immense talent was drowned out by unruly, ghetto, ignorant thugs and goodrats. Whenever the "National Anthem" is sung, there should be respectful silence until the end. This is why many singers don't perform live for sports events, unless it's on the Super Bowl level or they're getting paid mega bucks.
