The definition does not require that the VISIBLE part of the tornado touch the ground - only that the wind vortex does. Whether that vortex forms a visible could all the way to the ground or not depends on water content, and that is not part of the definition. There is footage out there of "invisible" tornadoes where only the upper half is visibly dark but you can still see from the motion of debris that the lower part is moving in a vortex too.
This was at the Plainfield/Bolingbrook border. I took it from my house in Plainfield but the funnel cloud was over Bolingbrook. No significant damage, thankfully.

I was up at the Wisconsin Dells during those storms. I was at the waterpark and turned on the Weather Channel and they said that there was a tornadic storm crossing my own town! I called my dad who stayed home because he had to work and he said nothing bad happened. THE END!!!
great storm, the wall cloud had very strong rotation when it crossed Naperville-Plainfield Rd in northeast Plainfield. The funnel began to drop once it got into Bolingbrook near 127th and Essington. It has been confirmed as an EF0.
Sorry for my ignorance, what's an EFO? 127th and Essington is about right from my video although I can't tell how far it is away. This is very close to an earlier small tornado that tore off some roofs in the spring.

There was rotation but it was hard to pick up with my camcorder. It lasted about 6 min or so. I have a longer video showing it falling apart. I think that when I took this it was clearly over Bolingbrook not Romeoville. I live in the north part of Plainfield and this was NE of me.
