No. He has a crush on her at this point but he doesn't want to do anything about it because he doesn't want to freak her out (because of the rape). Watch Lucky apologizes to Elizabeth after trying to kiss her 1998. and you will see what I mean.

It's this history that so makes me root for LL2 to survive their current story. I will always root for these two to make it.
