I'm pretty sure they don't actually do illegal graffiti, I know all the SDK fan boys will hate me for saying that, but it does look as if that is the case, some of the graff would be illegal but for the majority of the people in SDK that graff and show there faces i would assume they are legal walls or trains with permission, otherwise the cops would have arrested them all by now, not only do they represent there country but also there town or w/e it is so the police could pin them down easy.
