The stupid driver was on his cellphone that's why he ran through the red lights and was still on the cellphone when he was checking out the guy he hit. Unbelievable.
It's 119 in Taipei, not 911. I think he ran back to the car because he heard his phone ringing. What else could he be doing when he did not see that the lights were red? Drinking? I don't think so. A lot of drivers in Taiwan are on the phone while driving. That I know...

I think it's the police camera filming to catch people who speed or run through the red light. As soon as the accident happened, the police immediately called for an ambulance on his radio.
