Check this out. As John comes down the steps to make his speach, you'll notice that there are 3 visitor security guards stationed on the steps. Now these guards either have the slowest reaction time of anyone I've ever seen, or there were some definite bloopers in editing. The shooting has already been going on for a couple minutes, then at 7:08 you can see Elias shoot one of those guards, while the other 2 are still standing totally still "at attention" and doing absolutely NOTHING!

Only the shock troopers carry the armor, which is black. The regular visitor uniforms don't protect against bullets as little as any uniform. Besides those visitors inside the room are mostly ordinary "guards", not the crack units that surround the area preventing an attack from outside...
