Yeah... because the end-game sucks so much they want to keep players busy in some way (levelling in this case). In the blink of an eye wasting all the time all those players dedicated when raiding pre-expansion instances/raids.

This just sucks... It is same every 2 years. New levels, new raids, new gear. That's it. But end-game is as boring as in the beginning.

If they make fear an instant ability, wont they add a cooldown to it? im sure blizz wont allow an instant fear chain to be endless without a second to recast it, i wonder if they gonna make a cooldown for instant fear so it would limit you to using it only 2 times in 30 seconds cause after cd it will share the cooldown with the 30 second soul shard use, this means that locks will have less advantage in fear chains unlike now being able to keep recasting it more than twice in 30 seconds.
