Legazpi city Albay is the exact location. in fact... when Mount Mayon Errupts the next to Legazpi is Mount Bulusan Sorsogon that will also Errupt within in few days ( Sorsogon the neighboring province in the south east of Albay and North East of Masbate) if Mount Bulusan Errupts then Mount Mayon will follow also
Mayon is having a perfect cone shape that's why Mayon is very mild in errupting yet it's cone is almost 200 km in Radius... so it's very wide open to errupt
