I would guess the truck has Frink plow equipment. Most places here in NY rarely use a v-plow anymore, but when they can't find anyplace to empty the snow off their one way (driveways, etc.) they have to push it back at ground level with the wing, where the V-plow lifts the snow over the bank and gets it further away.
