Mail is left in unsecure places because unscrupulous RM managers save a bit of money on their office bill by not paying for lockable drop boxes to be installed. This has nothing whatsoever to do with the postman or bag driver. They tell the managers this isn't safe and the managers say it's fine, use it. Safe locked box or open porch there is no benifit to the Postman who wouldn't be allowed to go back to the office 6times a day anyway, usually a 20-30min round trip.
actually i used to be a postman, your supposed to put the packages bag into your back n take them back to the office at the end of the day after leaving a note thru the customers postbox saying when they have to go pick up their missed package, either that or you can give it to next door but that was usually to much trouble. p.s it is a fucking wank job im not doin it anymore.

i live in north london and havent had mail for 3 days - the roads are not even blocked.
I had a special delivery package sent to me last saturday at 10am from birmingham, now it's wednesday and it still has not arrived.
There is nothing in the news about royal mail again having problems. there was no warning of backlog still - there should be, poxy biased news
