How does hydrosol change the outcome of the lotion or cream, as opposed to plain water?

Hi, I tried making the cream and it tuned out to be as hard as stone. I used all the ingredients and replaced hydrosol with water. Please help.

Luwee- about the olive oil; she doesn't like using olive oil in her body creams she said cuz it's really heavy and it doesn't soak in very well (or takes a long time to absorb) and leaves an oily sheen
