the quest can be picked up from Moira in Megaton. the trader who walks around in a blue jumpsuit. If you blew the place up, you can get it still. she is alive in the ruins of megaton.

yes there is its inside the museum of history. Once inside the museum you should see a large skull and a door and thats the entrance to underworld
