Teach us how you put the WHOLE body in the "Free Transform" to move it as a "Create Motion Tween"

The only part I am having troubles with is that "Free Transformation" because everything is separate, such as body, legs, arms, eyes. I converted as symbol, but the legs, and arms stop moving. How do you make your whole body move with your legs and arms, because when I select the whole character and press "Free Transform" and try to right click on "Create Motion Tween" it wont allow me, because it only allows 1 selected item to "Create Motion Tween"
