I believe here in richmond you need written permission to beg for cash in the city, not sure though heard something about it. Either way not cool, this is taking advantage of people being generous. I'd whoop his ass and take his money :)

@tyhartz me and my friend tried pan handling once as a bet i made like 3 dollars us, in ten minutes so in a hour you make 18 thus if you work for 10 hour you earn 180 make it 30 days a month you make 5400 and you only work for 10 months you make like 54000 and for 12 months 64800 us dollars and if you have experience in pan handling your earning power is limit less now what is better working a normal job or panhandling....lol
