The vehicle will run both off the battery power as well as the gas being given off by the fuel cell

As you well know, battery operated cars were getting traction in the 90s, (hence your earlier ref to "who killed the electric car")
Hybrids were made because they are NOT competitive with gas guzzlers, (hybrids need 2 engines thus, useless)
The fuel cell I speak of goes well beyond simple battery operation; the fuel it produces in the form of a gas actually powers the car
Enzymes actually break the water down into its chemical constituents

Enzymes are catalysts. They are NOT CONSUMED by the reaction. As for substrates, here's a hint from Wikipedia:
"the molecules at the beginning of the process are called substrates"
