The government is there to help people where businesses can not and to police the businesses to make sure regulations are being adhered to. Herman thinks he can hire and/or fire people if they don't do it his way. Herman has no experience dealing with congressmen or senators - better known as politics. No one has ever went to the Oval Office without some sort of public office and he won't be the first to do it either.

More importantly, tho, is that this only hurts his popularity amongst people who would never vote for him anyway.
