I am sorry, but these words are from the 90th psalm. In those days, a protestant theology was absolutely unknown. A wonderful and gorgeous hymn by the way!

Everything interpreted by Wesley is not protestant. To truly be protestant it would need to address priesthood of the believe of which it does not.
So it just a song interpreted many different ways by different congregations.
