Google can afford to be chaotic because they have a huge money machine in online advertising. Other companies cannot afford this luxury. Looking at it this way, Google is really an immature organization, not the new 21st century model to emulate.

The subject of this discussion is quite compelling. The Google is a paradigm of a great combination of business, technology and luck that happened being together in right time and right place. Thousands of other ideas and even already formed companies with not less attractive innovations are just died by being ignored by investors or being not such lucky as these cowboys. I truly think the success comes not only from being innovative, persistent, etc.., but also comes from a big deal of luck.
