This came out in 1995. The last C&C came out in 2010. And Joe Kucan looks EXACTLY the same.

Seth was afraid that his "Right-hand" position would be taken over by another who earned it so Seth tried to give false information to the protagonist commander hoping that he will fail the mission in order to maintain his admirable position. That's why Kane kills Seth for his deceptive act and is something Kane would never tolerate in NOD.
